At the time she saw him in the street she could have easily attacked him, then or later on, since he was suspected of being the wanted criminal Gerard and my take is that she has mixed feelings about it. She isn't even showed following him after that incident in the city. I'm really curious what Gerard did to her.(Kagura is mine though)
HisuiXGray is like something between GrayLu and Gruvia. She will fall for him but unlike Juvia, she will send the soldiers to bring him to her room, then she will jump him. Just because she is the princess of Fiore.
